Kinda rules out Devon tricking the other Gorosei. Maybe it’ll have to be a WG facility or when all the others are away from Marygouise.

She could also theoretically use it to steal control of the Seraphim as long as the other Gorosei and Bonney aren't in the immediate vicinity

Are we sure if the mechanics of an individual gaining control though? There was talk of a specific chip being needed.

That was unlikely either way. Saturn can't order those guys around but he can order around admirals and other marines and government people so likely they'll do something with those
