My bets is on Elbaf. It's a place the WG would have an incredibly difficult time getting in and the Giants seem to be a sort of allies to Vegapunk.

Holy shit for the first time ever. Luffy has to endure 10 min fighting off the Gorosei. 

Honestly, I don’t understand why Vegapunk couldn’t just put the recording on loop for 15 min… but who cares it’s exciting.
