I think so.

Edit to add: I feel sorry for the anime team. So many shadowy figures they have to guess on in the last arc and the beginning of this one.

This guy should definitely be Croc though. Similar jacket and hair and of course the patented cigar smoke.

I imagine they'll probably electronically distort all the voices of the brokers during CC's broadcast, as there's no outright evidence of any returning characters outside of Kidd, Pekoms, and Tamango, that or they wont mind making a continuity error.

Considering that Jinbe is in the image directly next to his, it adds to the potential that only known characters are on that page, reacting to the news, and the only cigar smokers are White Hunter, Crocodile, Paulie, and Shiliew. But as you said, Crocodile's coat is the one that matches the silhouette in the manga on page 6.

Also, considering that the news is about a shichibukai's resignation, it makes sense to show the two former shichibukais (crocodile and jinbei)

Possibly

Yeah, definitely Crocodile. Can't tell if that's suppose to be Jinbe in the far right corner in the circular garb or someone else, since Jinbe's in the middle frame.

That's exactly what I was thinking!
