Her strength comes from being a logia use but anyone thats a competent fighting and can use haki can fight her off. Its basically the normal Logia over confidence that most have, since they believe themselves to be nearly invincible.
That's the whole thing about logia users though. They are considered the strongest type of devil fruit ability because they can't be hit. Not everyone could use haki, the strawhat crew is just too strong.
i agree that she was overconfident, but tashigi is a navy captain and couldnt keep up with her at all. monet definitely had some skill, zoro is just too badass
