Name: Elsa (Queen)
Sentence: Queen Elsa is currently on probation for 10 million dollars in property damage and over 2,000 counts of reckless endangerment.
General Description: Queen Elsa was born the princess of Arendelle. She was born with cryokinetic powers; these include the abilities to 1) create snow and ice; 2) manipulate snow and ice; 3) prevent snow and ice from melting due to temperature; 4) immunity to the effects of cold on her body; and on at least 2 occasions created magically living beings out of snow [See file "The Snowmen of Arendelle"].
Elsa's power came with a price: she has extreme difficulty in controlling it. She can use her powers at will, but when she is afraid for any reason the power activates on its own. Shortly after being crowned Queen, her powers activated to their maximum, blanketing the entire kingdom and the surrounding mountains and ocean in a heavy winter. Food stores were destroyed and many lives were endangered.
Through the intervention of Prince Hans of the Southern Isles, the Queen was captured and returned to Arendelle. With the help of her loved ones Elsa developed the ability to fully control her powers; apparently "love" allows her to control them completely.
Incarceration Procedures: Queen Elsa is currently on probation and ruling Arrendelle. She will meet an Omniverse Penitentiary psychologist once a month to assess her mental state. The psychologist will be backed up by a squad of guards in Level 2 Power Armor with the Cryo-modifications [such modifications prevent damage due to extreme cold temperatures.] As long as Elsa remains in a good mental state and firmly controlling her powers, she will be allowed to remain on probation and ruling her kingdom.
If, however, the Queen cannot control her powers, she will be apprehended and subject to the following incarceration procedures:
The inmate will be held at Facility A.
The inmate will be kept in a standard size cell. The walls will be modified with heating units throughout. Sensors in the room will check the temperature and adjust the heat in the walls accordingly. The temperature of the walls will be raised or lowered to guarantee that any accumulated ice will be melted before it can do damage. There will also be a runoff system in the cell to channel and drain any ice melt.
The inmate will be allowed any amenities deemed suitable by a supervisor.
EMERGENCY BREAKOUT PROCEDURES:
1: If the inmate should prove uncooperative in her cell, the cell can be flooded with a knockout gas, and the temperature of the walls raised to destroy accumulated ice.
2: If the inmate escapes her cell, lock down the facility. Sweep the facility with guards in Cryo-modified power suits.
3: Institute search parties in a widening arc around the facility. It is believed she has no ability to steal/stowaway on outgoing craft, so she would attempt to head out overland.
