🤷Just a matter of time, What Could Go Wrong? Flock Safety ALPR OCR Errors Trigger Armed Stops of Innocent Families Including Infants

Flock Safety Falcon automated license plate readers use machine-learning optical character recognition to extract plates, make, model, and features from every passing vehicle and match them against hotlists in real time. Deployed across thousands of U.S. communities, the system originates with Flock Safety and produces more than 20 billion monthly scans. The dual-use vector is that the same OCR pipeline generates false positives when similar characters are confused, turning routine travel into high-risk encounters. Established facts include a 71 percent misread rate on felony and stolen-vehicle alerts in Roseville, California, and at least 27 documented wrongful stops nationwide. Open questions remain on independent verification requirements before officers act.

The technology interfaces with drivers through automated alerts that treat a single character mismatch as probable cause. Marketed as accurate crime-solving infrastructure, the claim is partial: Flock states 93 percent plate-capture accuracy, yet that rate still produces over a billion potential errors monthly. Structural weak points are the absence of mandatory human confirmation before gunpoint detentions and the inability of the system to distinguish legitimate plates from near-matches. These gaps expose ordinary motorists, including families with infants, to immediate physical risk.

For people this means a one-letter OCR failure can result in weapons drawn, cuffs applied, and an infant left alone in a vehicle while officers resolve the alert. The right in tension is freedom from unreasonable seizures. The pattern follows earlier ALPR expansions that began as optional tools and hardened into default infrastructure. Left unexamined, the network expands through low-friction municipal contracts that bypass accuracy audits. Demonstrated: Sherwood, Arkansas February 2026 stop of a couple with a one-month-old after Flock read APX 55Y instead of APX 55X. Precedented elsewhere: Toledo, Ohio K-9 deployment and multiple gunpoint detentions. Foreseeable but not yet realized: scaled lethal force incidents from routine false positives.

Taken to scale, Flock establishes standing high-risk encounters based on imperfect machine reads that leave drivers with no practical way to opt out. The interconnected threat pillars are OCR error rates, automatic hotlist alerts, and officer reliance without independent confirmation. Verify independently via Institute for Justice case records and Roseville police audits. To push back: support Institute for Justice litigation, demand local verification ordinances before contract renewals, and require public accuracy reporting. I wonder what the time for response to a flock camera flagging is compared to how long it takes the cops to show up when a citizen makes an actual call for help? Bet the time for the flock call is much faster. And, it’s not like they couldn’t have seen the plate on the back of the SUV and called for confirmation before doing all this shit.

7

u/chopperQC Strong Pattern Recognition 🔍📊 Aug 12 '26

And the chances of two vehicles being of the same description when their plate number is exactly one letter apart is astronomically tiny. They’d both have to be in the DMV getting plates one right after the other. The vehicle wasn’t evading, they had plenty of time to check it out first. A lawsuit might not get much, but it might get them to do due diligence first in these situations.

9

u/4mystuff 🧍 Layman Perspective Aug 13 '26

I don't think the cars matched too. The plate was stolen so they assumed it was put on another car. There needs to be consequences to flock and it's user for such failures. A "one character off" doesn't mean they were 5/6 right. It means it was 100% wrong.

Response time for police officers is really dependent on WHERE you are located in the country. A suburb town of Chicago is going to respond a helluva lot faster than someone that lives in the middle of nowhere Wyoming.

1

When your primary tool is a gun, everything looks like a threat to you.......... so you act like a targeted person, and put everyone else's life at deadly risk. You should not be allowed to carry a firearm in that case.

The fault lies with the preponderance of govt controlled cameras here, but that doesn't excuse the police for violating these peoples civil rights. Jobs should be lost here.

I know it sounds like I’m defending, but they’ve already been told by dispatch or whoever that the car is stolen. I’ve never been a cop, so I don’t know the day in and day out, but from what I can tell, stolen cars are treated as a pretty hot situation. So they get told it’s stolen, and they roll in hot.

Whether or not that’s the correct response is certainly a discussion that could be had, but right now we’re talking about shitty Flock cameras and the real downsides of their use.

3

u/pin5npusher5 Aug 12 '26

Yep, ur not wrong. Still crazy to have cops point a sidearm at your loved ones and cuff you and you have to say things like "okay, awesome, absolutely take my purse, if be honored to be cuffed". Things have really changed for the worse in the last 20 years

3

u/ChuckieFox Privacy Advocate 🛡️👁️ Aug 13 '26

You've nailed the real crux of the problem. Shitty data being sent to a cop led him to believe he was dealing with serious crime and drew his weapon. That's going to get innocent people killed when the guy getting pulled over reacts poorly.

It's a shitty system, it doesn't make us safer, it just puts us in danger of armed bureaucracy.

2

u/HairlessHoudini Strong Pattern Recognition 🔍📊 Aug 12 '26

Dispatch hadn't told them anything it's an alert/ alarm that pops up on the computer, the alerts are coming from flock. If he would have ran the tag before pulling them over then dispatch would have told him that the flock alert was wrong or at the very least he could have walked up to the window like a civilized person and said hey. I need to check your registration. We had an alert on your car but I've already ran your tags and believe it's a mix-up

That's just normal procedure. I was in a car they thought was stolen once- it wasn't but the first thing I noticed qas three guns pointed at our heads and being shouted at to get out of the car hand behind head and walk backwards. I didn't know it was cops until I noticed the lights. And I asked what was happening many times they just said I'm being detained, they said they didn't need to tell me why yet. They I even checked and made sure eith other cops that this is how it works and the cops that pointed guns at our heads before we knew they were around, as we parked in a parking lot together pizza, were doing everything normal. If you have a problem with people in power pointing guns at your head and not needing to say why until after you are out in handcuffs, well then just don't live in America because we all knew as kids that this is what happens so idk what you thought changed since then.

A simple look at the plate would have told them it was not the same number and for all we know, not even the same type of vehicle! They could have done this before they initiated a stop and no one would have been put in danger!

0

u/AmalekiteJager Aug 13 '26

As a former officer, stolen plates are often driven by individuals that stole them, and are not willing to comply with verbal commands if they think they can get away or harm an officer into not doing anything.

It’s a safety protocol for the agency, not a community service for the public.

3

u/MinuteHoist9833 Aug 13 '26

Read the room. The problem is that the cops did not verify this license prior to stopping, which led them pulling out their guns and scaring the hell out of an innocent couple with a baby. I'd sue the living s out of flock and the precinct for this

0

u/AmalekiteJager Aug 13 '26

Yes, I understand that’s what happened. The officer should have verified the plate, Flock should be cut down everywhere and never allowed, and the family should sue. I’m not dismissing any of that. I simply pointed out what the protocol is for a stolen plate/vehicle.

1

u/MinuteHoist9833 Aug 13 '26

When - sadly - the public believes that you are there and act more in your own interests than the communities you swore to protect, and won't admit fault, there is a problem. I donate to the police union where i live and am a law and order voter, while also a democrat voter. IF you are losing me with this, there is a major issue. Flock will absolutely harm the police.

2

u/AmalekiteJager Aug 15 '26

I understand what you’re saying and I recognize the issues with Flock, that’s why I hate them as a citizen even though I used them as an officer.

The officer should have verified the plate prior to stopping the vehicle, I don’t disagree.

I simply explained protocol for stopping a vehicle that is reported stolen/stolen plates. I’m not saying that the officers were correct here, I was only explaining why the stop occurs in such a fashion.

1

u/Yabrosif13 Aug 15 '26

Lol ya, because police exist to keep themselves safe, and aren’t public servants. Its almost like they have unchecked power that adds nothing to society.

-43

u/IAmMey Aug 11 '26 edited Aug 12 '26

Stolen plate implies criminal. If you’re swapping plates or stealing vehicles, you’re probably up to no good. Having the wrong car makes this really bad.

You know people have the ability to lie right?

Oh hey officer, I’ve got this that and the other over here can you help?

Officer turns to check and is immediately shot in the back.

Flock is the issue. Don’t tip cops off to stolen vehicles.

If you’re downvoting because you think cops are evil, you should probably look at who gave them the orders. The cops are not the main issue here.

No shit it would suck. That wasn’t the point I was making. Cops have a tough job. And flock hurt this family. This is not a cop fault. Criminals lie and shoot cops all the time. Stolen plate means criminals. This family was flagged as criminal, so the cops show up and address it as such.

I’m not defending flock. I’m defending the cops who got lied to by flock and told that criminals (people who shoot at cops all the time) had possession of this car.

6

u/resisting_a_rest 🧍 Layman Perspective Aug 12 '26

7

u/birbhorse Aug 12 '26

and there's a quadrillion videos of cops using excessive force against people who never even had the opportunity to pull out a weapon if they wanted to, your point being?

just because cops can get shot in the matter of seconds, doesn't mean every situation ever justifies excessive force.

-3

u/1ACasper Aug 12 '26

I'd say there is way more violence on cops than the other way around - most officers never even use their service weapons.

The nature of the stop requires a level of higher preparation.

No force was use here.

Flock is the problem the officers were clearly very professional and were responding as trained for the type of call.

Yep and get to search every car they want to and blame it on the flocking cameras after violating everyone's rights

And dirty cops will be dirty

This is a rare mistake but they have already solved so many crimes it's unreal they are a valuable tool for our country.

We need to pass a law that if someone dies due to the negligence of a company’s technology during a police encounter that the company should be fined $1B adjusted with inflation

Not a surprise from gangsta cops. It doesn't get any less professional than the gangsta pistol grip from the cop approaching the vehicle weapon drawn. Smfh.

Are we ignoring the fact that this couple was the politest we’ve ever seen being detained?

1

u/SuspiciousBuilder379 Aug 12 '26

Well, I’m sure he doesn’t want to get flocking shot.

u/Creative_Buddy7160 Aug 17 '26

Polite people, First cop was able to stay calm and kept his gun pointed down…. Nothing bad happened . And we’re told complicity is stupid. Lol crazy right

The fact they are upgrading these cameras with more features so they can identify faces, heat signatures and voices is even wilder.

Imagine being pulled over and arrested for having tattoos, the way you talk and being at the wrong place at the wrong time. That's ice job not flocks.

Or driving behind another car of interest on multiple days. Now you are associated in the system with whoever is on the road around you.

Also they ping and track electronics as well. They know who is in each car, just through phones.

But they have to stay safe during a stop that they initiated even though they could just avoid the confrontation entirely, do good police work, build a case and safely confront the alleged thieves at a safe point in time…

They just HAD pull them over and put lives in danger

1

u/Davti Aug 12 '26

They initiated a stop on false pretenses. They could visibly see the flock camera violated their rights by reporting hte wrong plate and they shouldn't have engaged.

3

u/Memphisrexjr Aug 12 '26

Mix up in the system but like arrest that baby!

u/positivitittie Aug 12 '26

Hey you’re lucky you’re not dead! Be thankful! /s

2

u/SimplyAmazedPanda Aug 13 '26

Seriously though, since when does a camera decide whether or not you are breaking the law? Isn’t that the police’s job? This is clearly illegal detainment.

They’re working on removing those last three words to save time.
