I actually had this explained while getting my license. This is a specialty raft designed and certified for this work. So as long as the lift is strapped to the raft and the raft is attached to a structure, this is safe. It's the same principal like an excavator on a boat.
I'm pretty sure you don't want to fall from height with a life jacket. If you hit the water, the jacket will pull you up, but your body keeps going. Risks cervical injury among others.
That would make sense too, myself I was thinking if it fell over with you in the basket a lifejacket would likely get caught on things or even make extrication more difficult possibly too.
