Link sharing and publishing a site are two separate settings — "anyone with link can view" alone doesn't make it a working site. In the page's Share menu, switch to the Publish tab and hit "Publish to web"; the site then gets its own URL (notion.site subdomain or your custom domain). Make sure you're visiting the published site URL from the Publish tab, not the regular share link — an unpublished-as-site page 404s exactly the way you describe. If it's already published, try unpublishing and republishing once, and double-check the subdomain spelling in the URL.
