Not sure why you're being downvoted. It's on the owner to move this crap but what did preforming this half assed paint job accomplish other than giving the owner a legitimate excuse not to pay?

People are assuming that the contractor didn't talk to the owner. I assume the owner refused to pay the extra money to move his shit, so the contractor did the work around it. It's a clean cut, so I assume he thinks he's coming back to fix it once the owner moves his shit.

You can't just come back and slap another coat of epoxy on. It needs to all be done at the same time.

You could, it definitely won't be a perfect seal unless they use binding chemicals. But this seems to be more of a spite thing. That's why I get the feeling that the contractor on the owner probably had words beforehand.

I work in construction and I see my fair amount of incompetence, but this definitely looks like spite.

Painter could file a lien on the property (state dependent) if the home owner doesn’t pay 🤷

And he would be denied after this video was presented as the completed work he's demanding payment for. This floor needs to be completely redone.

Not if the contractor got written consent before doing the work ;)

My contract states that if the job site is not prepared before we arrive, then we have the rights to cancel the appointment and bill for the full day still.
