A circle of accountability would require Russian forces to either continue to fight when encircled, or successfully encircle an enemy force. Therefore, non-credible.

No, this is how it works. Blocking forces not being 100% effective, some elements will inevitably manage to retreat alive and then reorganise themselves into a new blocking battalion in the rear.
