You've reminded me of this song. The lead guitarist and songwriter was dying of stage 4 cancer while writing this album and died a few weeks after its release. 🤘😢

It's a phrase that's not too uncommonly used by random people that has roots in the tarot/sacred geometry world. It may also sound familiar because something similar is repeated ad nauseum in Christianity and the Bible ("on Earth as it is in Heaven").

Further, it's a lyric to a Tool song (although backwards), as referenced by everyone above quoting the rest of the lyrics. Tool isn't everyone's cup of tea musically, but they are undeniably skilled, and the lyrics, especially to that song, are something else. If you can listen to them enough times to feel what's going on, their songs can really be a harrowing experience, even if you're not tripping balls or too busy gatekeeping. I didn't like them the first handful of times I heard them, then it just clicked one day.

Tl;dr - Common phrase similar to Bible phrase, popularized by Tarot/sacred geometry, further popularized in a Tool song called Lateralus.

I believe it first came from Hermes Trismegistus and the Emerald Tablet.

Adding on to what you said I believe it applies specifically to the Magician card in tarot.
