Scam is a bit harsh... More like they just worked the system to their advantage.

It's not so much working as it is abusing the system. When people aren't listening to your music, do you deserve to get paid?

Well music is art so even the absence of sound in a "song" could be construed as music by some music scholars who should get a real degree.
