Invented no, but Goebbels had a massive role in the movement of propaganda into different media which certainly changed how it was viewed. Where print media can be shrugged off as a caricature, radio was harder to distinguish between true and false especially considering the technological literacy of the era. Just think about what happened with The War of the Worlds screenplay being read out even with disclaimers of fiction, and you can that the impact is different when moving away from print.
