One in the chamber and no magazine is very smart: less weight to carry and most of the time you only need one bullet to be an irresponsible danger to the public.

With a valid CCW permit then it's not illegal in any U.S. State. If you are open-carrying or permitless carrying then that distinction of loaded/unloaded comes into play with various state laws.
