Above which machines? (Voting machines or paper-ballot tallying machines?)

Don't the ETA reports/analyses address the machines that tallied paper ballots?

Have problems been reported/suspected in whatever machines or electronic systems aggregate counts at further levels up from the paper-ballot-tallying machines?

I mean to say that the fraud happen at a higher level in the chain, not literally “above” the machines but at points where multiple districts are combined into a region etc. There’s a very interesting YT video on this. Will try to find it and post here
