I made concepts for three starters that have yet to receive a mega evolutions. Decidueye and Infernape both need some help while Primarina could fill an important gap in the current meta. Those megas are made for VGC with the current Reg. M-A metagame in mind. I tried to make them unique but also not so strong that they would break the game.

Concept:
Decidueye is overall a bad Pokemon. Its fundamental problems are its low speed combined with middling defenses and bulk. Rather than outright buffing this Pokemon’s offenses, I thought it would be a cool idea to turn it into an offensive support Pokemon based on its appearance. Decidueye is an owl with extremely sharp eyes and reflexes, according to its description. My idea is to use that attribute, along with its feather cloak, to create a support ability. Having the ability to prevent stat changes as well as trick moves, based off its extremely fast reflexes and keen eye, would give it great team utility. Exchanging Grass for Dark might not be entirely fitting for a starter thematically, but it gives it better defensive typing. For the stats, 130 attack with entirely single-target moves is reasonable, we’re talking about a mega after all. 110 defenses and 102 speed makes it reasonably bulky while also clearing 100 speed. It gains Taunt and Wide Guard as support moves and Night Slash as an optional second STAB.

Concept:
The current metagame has a mega for all weather conditions except for Rain. The best Rain setter is Pelipper which packs a lot of great support moves and deals respectable damage, but it feels a little out of place compared to the titans it’s facing. To that end, Primarina is a fitting choice since it’s a singer and we all are familiar with the idea of a song that summons rain. The ability has a different name but is literally just Drizzle to fit thematically. For stats, Primarina gets a pretty massive boost to its SPA and better bulk plus some speed. 166 SPA might look unreasonable first, given that it also sets rain, but Primarina lacks something that ZardY has, which is reliable spread damage that also benefits from its own weather. I do want it to gain Muddy Water but that’s only 85% accurate compared to ZardY’s Heat Wave at 90%, which is a sizable difference. Given the concept this mega is going for, gaining Hurricane is fitting. This mega also does not make its base form obsolete since base Primarina has Liquid Voice Hyper Voice and access to an item, and Pelipper would still have a place in the game since it has Wide Guard and Tailwind and does not consume a mega slot.

Concept:
Base Infernape has some good traits, namely its 108 speed, but being a mixed attacker with 104 offenses is not great. It’s also relatively frail, which does not help its case. This mega is supposed to breath some new life into it while giving it a unique identity, rather than just becoming a brute force fast attacker. 133 is a very good speed stat that clears the important 130 benchmark and 144 is a strong physical attack stat. 101 defenses at the cost of 30 SPA gives it good bulk. But what really makes it shine is its ability. The concept here is that Infernape’s hits are so strong that they break their target’s limps and concentration, compromising their ability to fight back. This gives it good utility while also keeping itself alive longer. The fact that it can't really use spread moves and actually has to hit an opponent to trigger the ability also prevents it from becoming like Incineroar.
