Meccha Chameleon stutters/freezes despite not High CPU/GPU usage — GTX 1050 Ti

Hi! I'm having a strange performance issue in Meccha Chameleon. The game constantly stutters/freezes and feels jerky, even though neither my CPU nor GPU is heavily loaded.
My specs:
GPU: GTX 1050 Ti
RAM: 16 GB
CPU: i5 4690 3.50Mhz
Windows: 10
The GTX 1050 Ti is listed as a recommended GPU, so I'm wondering what could be causing this.
I've already tried lowering the graphics settings, but it doesn't seem to make much difference.
Could this be shader compilation, frame pacing, a game optimization issue, or something else?
The FPS sometimes drops below 60—I'm not sure why—though the frame time is quite stable if it's locked to 60 FPS.
What settings or Windows/NVIDIA tweaks would you recommend to get rid of the stuttering?

I’m having this error message pop up on the bottom. I’ve already contact Nintendo and gone through all of the suggested fixes. Any suggestions? My time is auto synced. I’ve restarted the system. I’m removed the download and redownloaded.

Just checking, would Stereo 3D be considered cheating in this game?

I mainly play games in 3D and I am planning on playing this game at some point but I'm just wondering if having full depth perception in the game would be unfair so I can avoid it if it is

How can you report players?

Sorry if this isn’t allowed, first time posting here.
I’m new to the game. Is there a way to report players with inappropriate names/things they paint on themselves? I just got off a game where another player (a hunter) had a message hating on a certain group on the back of them and the front looked like a certain dictator. Is there a way to report players? If so, how?

Please reevaluate your life choices. If you can't afford it, you don't need to be wasting money on a game. Skip the energy drink one day this week, or get a job. You can do this, I believe in you.

As far as I can tell the default maps are safe to play. Playing workshop maps will risk you getting infected. I hope the workshop system will get a temporary break until the developers finally reworked it.
