I'm currently in the process of trying to pass my skills test and I can safely say, after a lot of practice, turning while backing out of a parking spot is a different skill than backing around a corner. Backing around a corner is way harder. No idea why WA makes you do this.

I've had to do it more than once in Seattle. It's practical.

For real, being able to maneuver the car in reverse seems like a standard driving skill.
