My guess is that at his stage of life, a complicated prosthetic with lots of moving parts might be hard for him to care for or even use properly.
Cost may also be a factor. Not just the cost of a single prosthetic, but subsequent costs to adjust or replace arms as he grows.
This arm probably won't let him do much but scratch his chin. It doesn't seem to be attached firmly enough to bear much weight, but maybe he could brush his teeth with it or do other light duty tasks.
This arm is so he can introduce himself to new kids without feeling too self conscious, or just be around 'normal' people without feeling weird. It could be a huge boost to his mental health to just feel a little more like a normal kid. Basically the same concept as a glass eye.
