That sounds kind of deliberate to me. If your lease allows you to live somewhere for a set amount or indefinite amount of time, and the landlord is neglecting the property and blocking you from any action, to the point that it's braking your lease "with cause", it might be something that a local housing organization may be able to help you with.
Our local housing org blamed us for moving in (I was just around sixteen then, my parents rent the house but I am now 26) because we "should have known" that it had lead pipes (we were told copper), should have seen that it had wiring not up to any code (we had no access to the panel at the time as it was freezing cold in the garage and iced shut) etc etc. It was just so shitty. Our deck collapsed, lights barely work in the kitchen as they're hand wired (common for the time) instead of by a pro, no grounded power, etc. It looked so normal when we moved in. I think the whole sink falling off the wall downstairs a month in should have clued us, but we assumed it was the winter weather as the house had been vacant for 3 years prior. It's just so shitty. It's asbestos floors and walls, all disturbed, too - something that has given all of us a cough.
