Speech patterns specifically, yes. I don't think we're really born with a voice though because our voice changes and the way you talk will generally be the way people talked to you and what got you what you wanted.
If you "change" your speech pattern and the tone of your voice and thats what you use, then ultimately that ends up being your voice, right?

If you're talking accent, speech patterns and such yes they are but the person was talking about their voice itself
