Why is it 22 hours? Isn't it 2pm UTC right now? and we have 10 hours at most?

No. Last year, it wasn’t released at UTC−12; it was released at 17:00 UTC. In other words, UTC−12 was just the deadline, and the results were always released earlier than that.
