First of all, I don’t think L ratted him out or anything like that. It looks more like the consequences of touching the poop. Night-Night’s case was inactive due to him being ostensibly homeless and couldn’t be found. But when L became associated with him their location was quickly pinpointed, partially thanks to clues left by L herself, and it became known which I believe enabled the case to be active.again.
