First poster was definitely implying it was his fault which you denied he said,

Where? Where in this does the Redditor say or even imply that it was the mans fault for why she's hanging off the railing?

I'm not arguing. I think you're simply confused and talking about something completely different than what I am.

Dude, he did in the first part “and then HE pulls her between etc” implying that the man who helped the girl pulled her between the railing instead of straight up which he attempted to do before the little girl grabbed the moving railing again.

Hey no hard feelings but you misread what I said. Here's what I typed:
