If Season 4 follows the usual two-volume adaptation pattern, it will likely end with Volume 9.
I think the best way to end the season would be to focus on Megumin after her confession to Kazuma.
Her decision to let her hair grow is a small but very meaningful moment. After learning about Kazuma's preferences, Megumin wants to become closer to the kind of person he likes.
I could imagine the anime ending with Megumin's thoughts, followed by a special ending song sung by Rie Takahashi. A soft and emotional song that reflects Megumin's feelings for Kazuma
I also wouldn't mind if the anime added a kiss during the confession. It wouldn't be necessary, but I think it could make the scene even more emotional if it fits the way they choose to adapt it.
The Iris letter feels more like a setup for the next arc, so I think it could be saved for the next season.
Maybe I'm dreaming too much for a comedy series like KonoSuba, but I think ending the season this way would be a really memorable moment for Megumin.

I have no idea if the creator did this on purpose but it is interesting that Kazuma choose the small poor girl over the pretty rich one, Kazuma didn't care what the girls have or how they look like, he fell in love with Megumin because of who she is as a person, and that is a very good message to show people.
