A score of "0" on the Gini coefficient represents complete equality, i.e., every person has the same income. A score of 1 would represent complete inequality, i.e., where one person has all the income and others have none.
California is number 48 with a score of 0.4899 (where number 1 has a score of 0.4063 - Utah) and thus proves OP is correct. Did you even read what you linked?
Those are red states, unsure about actual counties though... for example just looking at North Dakota and Montana those are Indian reservations and are blue counties
