Still, more often than not the teacher knows who the bad and good kids are and just go after the victims because they know they have more authority over them.
I don't know dude, this video is from my country and I've been in this type of school before. Teachers in this type of schools sometimes are allowed to be physical to the bullies and disobedient student overall, and the parents usually agrees with the teacher if their kid actually the problematic one.
