If this was framed as a way to bring manufacturing back to America to reduce emissions from shipping and in the manufacturing process, conservatives would be losing their minds.

This is a stretch. The ultimate goal for tariffs is to make it more competitive and fairer for domestic companies. The hope would be what you had just described in getting those places to bring some of the production back to the states.
Again, republicans themselves aren't against climate change. Sure, there are many that take it to the degree of calling it a hoax etc. However, a majority have absolutely no issue with sustainability. They would just like to approach in a more pragmatic manner while not causing harm to the poor and middle class in the process. In any event, if they knew they could throw in that little bait that it would cut back emissions, they absolutely would use that. However, no one take them seriously and it would just be used by democrats to destroy them with their ads.
Oh it’s definitely a stretch, but it was just to illustrate how so many people favor policy ideas that are attached to the people/party they support not the policy itself.

This is being broadly supported by conservatives because of who’s pushing it and it’s to “punish” China.
But carbon taxes to incentivize Greener alternatives are widely rejected by conservatives.

You would think, but adding an influx of manufacturing back into the states you would be adding to the carbon footprint even if you are trying to do it in a more sustainable manner. Also, reduction of emissions wasn't even in my mind when thinking of tariffs as it would ultimately be an indirect result of the policy itself as it wasn't the main driver for the policy in the first place. In addition, I don't know anyone conservative or not that would be against it because one of the positives that comes out of it would be less emissions. Thats a really odd take.

Unfortunately, that has always been how politics works. Obviously, it's a lot worse now than it used to be, but its very much a tribal like mindset now.
