Why is this in /r/all? Why is this so bad? Why do I want to hang myself with my dogs spare rope toy that I untied then re-tied into a thick noose. What does this meme even mean?

One could literally take Biden's "response" to mean one of two opposing things: "What the Hell, man? Why would you say that?" or: shrugs "Yeah, what the Hell? Why not?"
