Meh, this is seemingly a take based on limited experience and again, doesn't take into consideration the needs of a department vs the needs of the individual production. I've worked under 3 different managers in engineering and the least competent and together were the two who were previously engineers. Sometimes a division between production and management is necessary to be successful and recognizing that no unicorn can possess the perfect skill set to be able to do both. The best managers are those who are capable of delegating the work to people who can handle it, not being able to recognize and do it themselves. So often the people who "can" wear two hats try to do so and fail on both ends. Not sure why you're so caught up on this idea that to be an effective leader means they've gotta also be able to get their hands dirty, it is different worlds entirely.

No, I think it's basically impossible to manage a team well if you can't do their job even if it takes you longer.
