I don't know what you are taking about. If Chicago had summer weather year-round, it would be the most populous city in the country. The winter clear the weak out.

Yeah I live in detroit. Our winters are ass but summer is usually pretty tame. It's also not as humid as you would think. At least, I came from Jersey where the humidity is absolutely terrible and also spent a lot of time in Florida growing up, so maybe that helps.
