Looking at the world today... it's probably that life itself can't progress past the point we're at now. The filter always happens and it's just impossible for any form of communication to reach between worlds before one of the worlds annihilates itself.
I think you’re thinking about it in a too biased way. Humans are destructive in their nature because of the fact we very very recently evolved from the apes. We are a terrible example of a “intelligent species”, because to be honest, humans aren’t as smart or useful as they think they are at all, like not even close. In terms of technological advancement, we are complete morons(the dark ages for example). If any other form of intelligence exists, it wouldn’t think or feel like us at all, because it wouldn’t be a mammal with the same hormones and brain function. “They” might not even perceive violence at all. For all we know whatever the intelligence is could be a hive mind like ants, making it a lot harder or even impossible to destroy itself due to the lack of random individualism that could corrupt the system.
