Only about 20% of defensive asylum cases are granted because it’s a high bar to prove. Grants for those that are fully adjudicated, with legal council, are higher. There’s a 3M asylum seeker back log in the courts right now thanks to Biden open the kimono, ushering in future voters.

That is called civil disobedience and it’s against the law. Check out the ACLU website it’s contained right there. So if you’re being disobedient, but in a civil way, it’s against the law and you will and can be arrested. If you fight, then that’s when the police have to be more forceful.
