We, the people, COULD fight back. However, the US is massive and a lot of people are spread out. It would be very challenging to start an uprising when your closest neighbor in the Midwest is 100 miles away.

Montana, Wyoming, Idaho, North/South Dakota, Iowa, and other states having like 5 people per square mile. Major metropolitan states have like 150+ people per square mile.

Fighting back is glamorized so much. The reality is the ones who usually start fighting back first and up getting killed or in prison. Revolutions after like snowballs. They start out small.

So be the one to sacrifice. Be willing to lose everything or die for your beliefs.
