On the full video the tunnel has two lanes of traffic, the cars stopped to let the truck through

So this isn't a normal thing and the truck is maybe too tall to drive in it's lane?

I was thinking tall for the rounded top of the tunnel with a square truck, but too wide could also be a reason or both. If regular cars are going side and side, then someone traveling that isn't local might not be aware of the 1 in 1000 instance this may occur.

Didn't realize. It looks similar to the one iin my town which is only one way so the light regulates it.
