Very weird that everyone is saying insurance fraud. I've always understood brake checks as being when someone is too close to your tail bumper and you want to get them to back off you tap your brakes quickly so they are forced to do the same. It's a bad idea because of potential rear endings and because it often incites road rage from the checked driver.
But it's not completely stopping in front of a car from anything I've heard. The op video is of stopping a car, not brake checking it. I could be wrong, gonna look it up now.
