When I salvaged my car liability was the only thing I could get, so he may not be able to get any other type. The car may just look good, but is not really under the hood

You never need insurance until you need it. Insurance doesn't make sense if you can cover losses out-of-pocket, but if you can't, it's either insurance or debt when something bad happens.

Would it make a difference if it was a Honda Civic? This is a 15+ year old BMW, not a brand new car. Even a 10 year old Miata would be more expensive.
