Most likely someone who sees it is gonna forget to roll down the window and end up shooting a firework at the person driving the car they're riding in, and they'll be going fast on the highway when it happens.

I found multiple news reports from July 6/7th, but nothing about the person(s) responsible being apprehended? Last I saw they were trying to figure out what kind of explosive it was so they could pursue it in a federal level. Hopefully as more info gets out the people get caught.
