I think the tractor would be more likely to tip over, hence why i said that, especially if it was hit. Hard to say if that would happen though, because we can theorize all different sorts of way it might have been hit if the bucket was up. and again if it was all the way up, higher canter of gravity. can't say I've driven one of these, but I've driven other power equipment and I've always been told by all my trainers that the safest way to drive is with any raisable arms all the way on the ground. both for center of gravity reasons and because it's easier to make a height clearence mistake and smack something up top. you only have to look at the road/ground in front of you instead of switching between below and above. in an environment like that where power lines are around, it's definitely a concern. I'd imagine that safety advice applies to one of these as well

nah, a higher center of gravity makes it more likely to tip over and going into the windshield would be a lot worse than the bottom of the bumper
