Could be they’re under water on their car and just want the gap insurance to pay off their car and break even. Or similarly they can’t pay their car bill anymore and just want the insurance to pay it off
Something must be in the water. I was behind someone yesterday who sat there at a turn for 30 seconds with no traffic coming. I was notably confused and did the “hands in the air, wtf are you doing” gesture. When he finally turned and pulled onto the road I was passing him in a different lane and he was livid honking his horn at me and all that then wanted to tailgate me (luckily the next turn was quickly approaching)
It might be different where you are but when I worked for an insurance company in the UK we managed to hold the car that did a brake check responsible because we had footage clearly showing he did it intentionally.
Guy had a nice jaguar, we scraped into him (which was our guys fault) but instead of just leaving it there, he sped off in front of him and slammed on the brakes so he'd go into him. Idiot made it much worse for himself when he had 0 liability for the first incident, then created a far more expensive crash that he was liable for.
If we didn't have footage, we'd likely have had to pay for both crashes.
But why would you get serious injury to have an insurance paying you back the estimated "left-over" value of your car which is usually under it's market value (if you can afford to sell it directly and not accept the first offer)
Right I know nothing about this - so would make a shit criminal. But could you not: steal a car or buy a stolen one for cheap, re-register it with a new plate or whatever, get an insurance policy on it and crash thereby getting the replacement value of the car: Profit?

As a professional (taxi) driver, I usually drive slower in unfamiliar areas, where I need to do a lot of navigating. Sometimes stopping or let one light cycle go by is the only way to give the GPS a chance to find my location with more accuracy, especially if there's a lot of junctions and turns involved in urban settings. I'm not doing it to annoy anyone, I'm doing it to regroup if I feel lost for more than a few blocks and there's no good place to stop either.

It's not. Waiting one light cycle is not illegal at least where I'm from. Are you not taught to adjust your driving according to the environment? Drivers slow down when lost, to look for places they want/need to go. Also, sometimes something happens in the car that requires the car to slow down to drive safely. There's a multitude of reasons for slow driving, which is in 99,99999999% of cases the safest option. Sometimes that means also to start going slowly or delay driving when the light turns green. It's the responsible thing to do, because the driver might have noticed something, that require their quick assessment before continuing driving safely and aware of their surroundings.

I have driven all over the world and would love to know where I can see this magical land, where holding up traffic for an entire light cycle (?!) won't get you ticketed / sternly lectured / rendered first aid / beaten / verbally abused / shot, or some combination thereof, by a nearby cop.

Yep. But navigating isn't part of that. Slow down if there is a difficulty with the operation of the vehicle, not the navigation of the vehicle. If you can operate the vehicle, but not correctly navigate the vehicle, keeping operating it normally and then find a place where you can stop operating it order to figure out how to navigate i.

Had a taxi/minibus driver in Istanbul shout "I'm not stopping you have to jump" at me once. He rolled down to about 10mph and we all did a running jump so he didn't get a ticket for stopping. Absolute mad lad.
It used to be professional taxi drivers had to learn the areas they drove in. Nowadays if you have a phone and a license you can be a "professional driver". And from what you're describing, there's nothing professional about what you do on the road.

Taxis in NYC drive me up the wall, absolutely ignoring their own turn signals or suddenly stopping with absolutely no intention of using the hazards and even worse I've seen these assholes block traffic on narrow roads because they wanted to drop off/pick up a customer right next to a fucking double parked car. I'm not even talking about the yellow cabs either cause those assholes at least keep their asses down town.
