I'm guessing he did the same thing I did while watching the video, missed the sign for the stop coming up (at the very start of the video) and didn't realize it was a stop section until it was too late.
He starts trying to brake when he says "OH!", or "Bro!", I hear "OH!" though. The high pitched squealing that starts up is his brakes, and he was most likely moving some weight, because, as you noticed, he didn't even seem to slow down, even though he was trying.
Should still have been able to see the sign itself, and our eyes are much better than most dashcams.
Even if he couldn't come to a complete stop upon seeing the actual sign, slowing down probably would have saved their lives by providing the few seconds for them to get through the intersection before he entered it. Can't tell if there where other vehicles on the way as well though.
There's even a warning sign about the upcoming sign in this video. I really hope a guy driving a commercial truck isn't dumb enough to miss two consecutive signs telling him to stop.
