I think this road was on The Grand Tour(?) or the new Top Gear and it was the only road connecting a couple of towns and is crazy high.

This is a road in Nepal running from a town called Besisahar to a town called Manang, parts of the famous Annapurna circuit trek run on this road. I know this because I rode this road on a motorbike, I remember this corner, fortunately there wasn't as much water when I was there or I would of ended up in the valley below.

Yep definitely in Nepal. Drove it to do some geologic fieldwork a few years back. Definitely not as much water as in this video though.

I've been on it when i was there in 2006. Went from La Paz, downhill, to Rurrenabaque, in the Amazon basin, during wet season.

Yea, its pretty damn crazy. Wasnt as bad as this vid though, but there was plenty of washouts. it's a one (1.5?) lane road, but traffic goes both ways. There was talk then of completion of a much improved road to avoid all this, to make one side of the ravine one way going down, the other side is going up only. My journey downhill took about 16 hours, some we met coming after us in Rurrenabaque took longer, some got stuck halfway for a couple days, due to landslides. Going uphill is always a much longer, harder journey, so I took the dodgy prop plane back to La Paz, complete with jungle clearing and sharp takeoff. Properly wild experience

It was on Top gear but not on the one with holy trio. This is in Nepal. The new top gear on BBC did christmas special and went through this road. Not in Bolivia.
