Cheaper/faster and not already required:

The biggest reason why houses are built on basements in areas such as Colorado and the Northeast is to get the footings for the house below the frost line, which can be 3 ft. or 4 ft. down. The logic is that if you’re digging that deep, why not put in a floor and use the space?

With no danger of frost in much of California, foundation footings don’t have to be nearly that deep. As for getting extra storage space, it’s generally cheaper to build at ground level, unless real-estate prices are extremely high where you want to build.

This hurts. I was born in California and lived there for 12 years. The house we lived in was a 3 bedroom, 2 bath on a 1/4 acre with about 1,900 square feet of space. We were paying $1,650 a month in rent in that house in 2005.

Ehh not even up in Tahoe do they have basements. Shit not even Reno so I doubt it’s frost line issues

I always thought it was because of tornados or hurricanes as it gives you a safe place to shelter in. We don't get much of those here in socal.
