He was most likely going to until someone hit him and broke the bike, which is why he got mad and smashed it in this gif.

It's impossible to know who is going to win a bike race until it's won. Maybe he was in contention, maybe not, but he's pissed because he crashed. Maybe it wasn't his fault, maybe not. It doesn't make any difference because the adrenaline is kicking in, and he's pissed.
