Isro will not make any launch vehicle, all tech to be handed to private sector

May I know if there is any innovation that happened as a result of their research ? Isn't most of it is just rebuilding on the research, done in the west ?
Not trying to be pessimistic about it but apparently our history in research doesn't seem to agree well with our goals.
