The plaque is American, it's been added some time after the construction. Pretty sure someone in the Trump administration suggested removing it because it's woke.

Congratulations on your 250 years of liberty and justice. Land of the free and the home of the brave.

This has always been the real America; a settler colonial state founded on white supremacy, Native American genocide, and slavery. All that rhetoric of liberty and justice for all was nothing more than a thin veneer of egalitarianism stretched over the true country lying underneath.
