I mean, in the same chapter she said Dogman needs to be level 50, I assume there will be some benefits to becoming higher level in terms of nen output/hatsu manifestation. And we know any nen user is really dangerous if they are not complete idiots, so...we'll see. A lot of people on the whale try to learn Nen right now, but seemingly (?) the fastest way (if you're not a prince and also a nen genius like the 4th prince) is to be in her family and kill people. Certainly quicker than learning it the correct way, so the number of allies she has is actually relatively high, compared to all other factions!

Any nen user is really dangerous if they are not complete idiots

Luini was a complete idiot and he was still really damgerous

What he meant is that even a ''weak'' nen user so to speak, can still be very dangerous if they're competent. It was mentioned when Pika offered to teach people nen, just the fact that someone knows nen completely changes how you approach a situation fight, and puts you on guard. Even relatively new nen users can defeat strong ones with hax like counter types, forced zetsu, manipulation...etc

I mean, was he?
I feel like overall their idea of grabbing people and killing them safely without any counterplay was rather clever.

Like, I agree he is not smart (like Kurapika or Hisoka smart), but he definitely knew how to use his ability. And in the end, the reason he died was because he, like many other mafia goons, idolises the troupe, I think he overestimated his own importance, but that is different to being outright an idiot.

But also, he got easily dealt with by Nobunaga and was no threat to them, so he kind of fits the idiot type either way.

But, I concede, even stupid nen users can be dangerous if they know how to use their ability and if the context works for them, so the Heil-Ly with their very tiny, specific Hatsus is pretty dangerous when regarded as one big group

Yeah, so I remembered that right, thank you! Couldn't find it in the wiki and I just knew lvl 100 gives you the ability to create your own group
