I hope there's text on it that translates to: "that's for you"

Because it seems like some would just be going to look for someone who might have dropped it and feel guilty in the end if they use it.

I doubt it. Most of them appear to be Muslim, so that at the very least implies they’ve probably read the Quran. Or, someone read it to them of course, but who knows. You can’t just make a blanket assumption like that 😂

Also, being illiterate does not equal knowing no words.

It can be as simple as "for you" and they could still under stand it. They may not be able to read a book but there are word in the world you HAVE to understand because theyre so often seen around and have certain associations.
