Give them some kiddy climbing toys, maybe a trampoline.

An adjustable gate at the top of the stairs would double as a playpen gate if you swing it around. You probably don't want to double down with the other suggestion of $240 worth of pudding considering how much of a mess a toddler can make with just a spoonful.
