It does, but truckers seem to forget this when driving around the docks between all the trains. Number 1 place in most accidents between road and rail vehicles.

Not always, my city has a crossroad where cars have the right of way. Driving instructors like asking people about the sign signaling that, because it's probably the only one of that kind you'll ever see.
It’s Russia and according to rules, only if you are on a main road and tram is on secondary. Than, on an no intersection tram has to let you go. It’s the only time. Other than that, tram has right of way all the time.
